Minimum wage increase in Romania in 2025
The gross minimum wage rises to 4,050 RON from January 2025
The gross minimum wage in Romania will rise to 4,050 RON from 1 January 2025! This change was made official by Government Decision no. 1506/2024, published in the Official Gazette of Romania, no. 1185 of 28 November 2024. It is an important step in adjusting salary income in Romania.
Here are the key details about this change, and what you need to do to follow the new rules.
What does the gross minimum wage increase mean?
- The new value: The guaranteed gross minimum wage will be 4,050 RON per month for a normal working schedule of 165.334 hours/month. This is about 24.496 RON/hour.
- Exceptions: This wage does not apply to employees in agriculture and the food industry. Specific rules apply to them.
- Legal basis: The wage is regulated by art. 164 para. (1) of the Labour Code (Law no. 53/2003, republished).
Important points for employers
- Deadline for submitting the changes: Employers must record the salary changes in REVISAL (ITM) (now REGES-Online) by 3 February 2025 at the latest. Missing this deadline is punished with fines between 5,000 RON and 8,000 RON.
- Contracts at the minimum wage: Under Emergency Ordinance (OUG) 130/2021, the gross minimum wage can be applied to an employee for a maximum of 24 months from the signing of the employment contract. After this period, the salary must be increased. The ordinance does not state the minimum or maximum amount of the increase.
- Financial impact: A higher minimum wage means extra costs for employers, including social contributions and other related taxes.
How can this change affect you?
For employees:
- The net salary goes up. This means higher income, which helps them cope with the cost of living.
For employers:
- The company budget needs to be adjusted to include these changes. Planning ahead is essential to avoid penalties.
