CAEN code update to Rev. 3: mandatory for VAT payers from 1 January 2025

From 1 January 2025, companies in Romania must update their CAEN code (activity code) to the new Rev. 3 classification. This change is mandatory for all VAT-registered companies. If you do not comply, you may have difficulties in your activity and you may face penalties.

If you have a VAT-registered company, it is essential to check and update your CAEN code. This helps you avoid administrative blocks and problems with ANAF (National Agency for Fiscal Administration).

What is the CAEN Rev. 3 revision and why does it matter?

The National Classification of Economic Activities (CAEN) is the system used to code and categorise economic activities in Romania. CAEN Rev. 3 is an update of the previous version. It is needed to align Romania’s economic activities with the new European requirements.

This change has a direct impact on companies registered for VAT, because they must work with the new codes required by law.

What happens if you do not update your CAEN code?

Companies that do not update their CAEN code according to the new rules may face difficulties, including:

Administrative problems – CAEN codes are used in many official documents. If they are not updated, you may have blocks in your dealings with the tax authorities.

Restrictions with your business partners – Some transactions could be rejected because the CAEN codes do not match the new tax requirements.

Possible fines or penalties – ANAF may treat the missing update as non-compliance and may apply tax measures to your company.

How do you update your CAEN code to Rev. 3?

The CAEN code is updated at the National Trade Register Office (ONRC). These are the steps you need to follow:

  1. Check the new CAEN code for your activity – The classification has changed, and some CAEN codes have been removed, changed or merged.

  2. Submit an application to the Trade Register (ONRC) – The update is made through an official application, together with the necessary documents.

  3. Update your tax documents – After the change, you must inform ANAF and adjust your accounting documents accordingly.
